The first thing you need to know is that wholesale VoIP rates are based on volume: the more you buy, the more you'll save. It is also not uncommon for carriers to ask for a commit at the beginning of a month, and bill you at the end for extras, though completely prepay and post-pay agreements are also available with certain carriers.
After knowing your volume, you need to decide whether or not you would prefer a flat rate or "rate deck" service. Before you sign up with a wholesale VoIP carrier, you will want to test a particular carrier's network for call quality, provisioning speed, and other technical concerns. Most wholesale VoIP providers will allow you to test their network for a short period of time. That way, you can become familiar with a carrier before you agree to any sort of long-term relationship.
Many carriers offer a very limited testing phase with no deposit (limited to a few channels, no international calls, no 411/911). In order to test the full capabilities of a carrier, be prepared to either pay a small deposit or sign a short-term agreement for full access to their network.
Make sure that your VoIP system is close to final production when you begin your test. Also, you will need at least one static IP address. (Authentication based on username and password is possible, but will limit your option of carriers).
